In 2015, the Ministry of Housing and Urban-Rural Development issued the "Outline for the Modernization of the Construction Industry" : it is planned that prefabricated buildings will account for more than 20% of new buildings by 2020, and more than 50% of new buildings by 2025. This programmatic document not only points out the direction for China's future development of new construction methods, but also announces that China will formally enter a new stage of construction industry industrialization. At present, the local assembly rate requirements have been raised to more than 30%, and the policy dividend will appear quickly in advance.

On March 12, 2021, the Department of Standards and Quotas of the Ministry of Housing and Urban-Rural Development issued a circular on the development of prefabricated buildings nationwide in 2020, which stated: In 2020, the 31 provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps began construction of new prefabricated buildings totaling 630 million square meters, an increase of 50% compared with 2019, accounting for about 20.5% of the total new construction area, fulfilling the target of reaching more than 15% by 2020 set in the 13th Five-Year Plan Action Plan for Prefabricated Buildings.

Hubei Province: The target of prefabricated buildings in 2021 is 22.4 million square meters, including 11 million square meters in Wuhan city, 2.4 million square meters in Xiangyang City, 2.4 million square meters in Yichang City, and 200,000 ~ 700,000 square meters in other prefecture-level cities.

Qingdao, Shandong Province: The proportion of prefabricated buildings in new civil buildings will be increased year by year to reach 50% by 2023.

Sichuan Province: 54 million square meters of prefabricated buildings will be started in 2021, including 500,000 square meters of steel structure housing. In each city (state) newly started prefabricated buildings, the assembly rate of more than 50% of the project should reach more than 20%.

Zhejiang Province: in 2021, the new prefabricated building area will be more than 80 million square meters, among which the new prefabricated steel structure housing will be more than 1.2 million square meters. We will ensure that prefabricated buildings continue to account for more than 30 percent of the total floor area of new construction. By the end of 2021, hangzhou, Ningbo, Shaoxing city, the new construction of steel structure prefabricated housing area of more than 400,000 square meters.

Shaanxi Province: Prefabricated buildings will account for more than 30 percent of new buildings by 2025.

Shanxi Province: For the high standard prefabricated housing projects implemented in the past three years that meet the requirements, one-time award and subsidy will be given according to the actual floor area of prefabricated housing, and special funds will be issued.

Hainan Province: By 2022, green building area will account for 70% of new buildings in the province's cities and towns, including 80% in Haikou and Sanya, and 60% in other cities (counties and autonomous counties).

Chongqing: By 2021, the proportion of prefabricated buildings shall be no less than 50% of the total land supply area in the central urban area of the main metropolitan area, and the proportion of newly commenced prefabricated buildings shall be no less than 30% of new buildings; By 2025, prefabricated buildings will account for no less than 30 percent of all new buildings in the city.
