Green buildings refer to high-quality buildings that save resources, protect the environment, reduce pollution, provide healthy, suitable and efficient space for people, and maximize the harmonious coexistence between man and nature. Weifang Municipal Bureau of Housing and Urban-rural Development entrusting Shandong Provincial Building Research Institute Co., Ltd. to compile the Special Plan for Green Building Development in Weifang (Central Urban Area) (2021-2035) (hereinafter referred to as the Special Plan), and submit it to the Municipal Government for approval and approval before printing and implementing it. Special planning shall, in accordance with the "comprehensive examination, moderate advance, government guide, market promotion, people-oriented, sustainable development, balanced, orderly, long-term, sustainable development" principle, to develop the green building development based on the analytic hierarchy process (ahp) special path planning technology, around a breakthrough in southern, northern, bustling central, eastern extension, expand the west, We will accelerate the improvement of key sectors, strengthen the development of core functions and leading roles of central urban areas, and make all-out efforts to promote coordinated high-quality development of green buildings, prefabricated buildings and ultra-low-energy buildings.


According to the Research Report on China's Building Energy Consumption (2020), energy consumption in the whole process of building accounted for more than 45% of China's total energy consumption in 2018. In the context of carbon peak and carbon neutrality, it is of great significance to promote the development of green buildings and promote carbon emission reduction in the construction sector. In recent years, Weifang has adhered to the principle of "building century-old buildings and building a low-carbon city", promoted green buildings, building energy conservation and prefabricated buildings, and formed a new pattern of modernization with harmonious development between man and nature. During the 13th Five-Year Plan period, the green building area of the city increased 120 million square meters, including 123 two-star projects, 11.2 million square meters, 4 three-star projects, 130,000 square meters, and 4 provincial passive ultra-low energy consumption projects. Complete energy saving renovation of existing buildings of more than 3 million square meters; Prefabricated buildings account for more than 20% of the proportion of new buildings, and the work is in the forefront of the province.

Special planning is divided into two rigid index (green and prefabricated buildings) and seven elasticity index (ultra low energy consumption and nearly zero energy buildings, renewable energy construction application, reform of existing buildings, whole decorate building, green building materials, green construction, green residential house of wisdom, green ecological city), in view of the nine management partition and 39 control unit, The strategy of "two consolidation, three acceleration and four promotion (234)" was formulated, and the rigid indexes of green building and prefabricated building were divided into key control units and general control units, among which 15 were key control units of green building and 14 were key control units of prefabricated building.


In the near future (2021-2025), of the new civil buildings in the central city, the proportion of the area planned and constructed according to the standard of green building basic grade or above reaches 100%, and the proportion of the area planned and constructed according to the standard of green building one star, two star, three star and above reaches 70%, 40% and 7% respectively. Prefabricated buildings accounted for 45 percent of new buildings, and more than 40 provincial-level prefabricated construction industrial bases were developed. The total construction area of ultra-low energy consumption buildings has reached 1 million square meters, and that of near-zero energy consumption buildings has reached 200,000 square meters.


In the long term (2026-2035), among the new civil buildings in the central city, the proportion of the area planned and constructed according to the green building standards of one, two, three and above will reach 80%, 50% and 15% respectively. Prefabricated buildings account for 70 percent of new buildings, and more than 70 provincial-level prefabricated construction industrial bases have been developed. The total construction area of ultra-low energy consumption buildings has reached 9 million square meters, and the total construction area of near-zero energy consumption buildings has reached 500,000 square meters.
